A co-creation process allows for diverse input, ensuring that the plan is inclusive, effective and locally supported. This collaborative approach empowers stakeholders and helps cities address diverse needs, promoting equity and justice. In this step, cities also fulfil Milestone 1: Co-creation process, which lays the foundation for inclusive planning and decision-making. By involving key groups early on, cities can create shared ownership of the plan and ensure its long-term success
